The Information Publication Scheme (IPS) is established under the Freedom of Information Act 1982. The IPS aims to transform the freedom of information framework from one that responds to individual requests for access to documents to one that requires agencies to take a proactive approach to publishing information. You can find out more about the IPS on the Office of the Australian Information Commissioner website.
Under the IPS:
- Australian Government agencies are required to publish agency plans
- specific categories of information must be published
- agencies may proactively publish other government information.

The Department’s functions and powers
The Australian Government Department of Education, Skills and Employment is responsible for national policies and programs that help Australians:
- access quality and affordable child care; early childhood education; school education; post-school; higher education; international education and academic research; skills and training; and
- find and keep employment; and work in safe, fair and productive workplaces.
The Administrative Arrangements Order lists matters dealt with by the department as well as legislation administered by the department on behalf of the Minister. In addition, there are a number of administrative programs. Details of programs can be found on the department's website.

The Department of Education, Skills and Employment Child Safe Policy
The department's Child Safe Policy was released on 4 March 2020.
The department is committed to promoting and maintaining a culture that does not permit or tolerate child abuse, neglect or exploitation. This policy establishes the department’s expectations of all staff to provide a safe environment for children and sets out our approach to managing risk to children and young people arising through the day-to-day work of the department.
The policy has been developed to give effect to the Commonwealth Child Safe Framework and the National Principles for Child Safe Organisations. The policy gives guidance on the processes and procedures that aim to ensure children’s safety and well being across all areas of the department’s work.
The department’s Child Safe Policy is guided by the following principles:
- recognise children’s rights and interests
- build and maintain a child safe culture and environment
- ensure all staff are aware of and comply with relevant requirements
- provide support and protection to staff who report incidents under this policy.
