The Vocational Education and Training (VET) Data Streamlining program is focused on improving the collection and use of VET activity data.

- a modern technology that enables near real-time submission of VET activity data
- a VET Information Standard to replace the existing Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS)
- updated regulatory and governance settings.
The path to reform
In July 2020, Commonwealth and state and territory governments agreed to the Heads of Agreement for Skills Reform. It committed to wide-ranging reform of the VET sector to support Australia’s long-term economic wellbeing and recovery from COVID-19. The reforms are based on recommendations from the Joyce Review and Braithwaite Review.
A key priority for Skills Reform is enhancing transparency and accountability, through clear roles and responsibilities for governments and industry. The second part of this priority is increasing data collection and analysis that is shared publicly to support regular assessment of governments’ policies and performance, which is the focus of the VET Data Streamlining program.
A consistent theme in reviews of VET data reporting arrangements is that VET data reporting system is overdue for reform. The report Review of RTO Data Reporting Arrangements, found that the existing VET activity data submission system can place a significant administration burden on many data submitters, with duplicate data submission requirements across states and territories.
What is currently happening in the VET Data Streamlining program?
Governments are working together to develop the content for a new VET Information Standard, gather requirements to inform the new technology development and establish a new policy framework.
Further information on the impact of these on the sector will be communicated as these are known.
Getting the VET sector involved
We are consulting with the VET sector on the change, design, and implementation of the program. Opportunities to engage include:
- consultation on the potential benefits, challenges and costs of a new VET Information Standard and reporting system in the sector
- regular External User Reference Group meetings to provide feedback on program design and delivery
- specialist discussion groups to work through the implementation for specific aspects of the program
- an Extended Consultation Group for ad-hoc and informal engagement which will provide input on implementation issues.

Future consultations include:
- a sector-wide survey for training providers and student management system vendors
- National Centre for Vocation Education Research engagements on the new VET Information Standard
- user system testing and surveys.
The anticipated benefits of the VET Data Streamlining program
The VET Data Streamlining program aims to improve data quality and timeliness across the VET sector. This will help students, employers, training organisations, governments, and regulators.
The VET Data Streamlining program aims to:
- improve consumer information on scheduled course offerings
- enhance transparency of changes and developments in the VET market, including responses to unexpected shocks
- make VET student activity data reporting simpler
- reduce reporting pathways for training providers
- reduce the time delay between the collection, availability and reporting of VET activity data
- improve data quality and business efficiency
- provide evidence to support key policy and funding decisions to the sector
- enhance governments’ ability to assess the effectiveness of its investment in VET
- ensure Unique Student Identifier transcripts are up to date.
Engagement so far
We have engaged with the VET sector so far through:
- an Extended Proof of Concept to identify the benefits and suitability of using API (application programming interface) technology to enable system-to-system data exchange and near real-time reporting of student and VET activity data
- discovery research with training providers and student management system vendors to collect information on current reporting processes and challenges
- consultation to inform a public discussion paper on the impacts of changing to more streamlined reporting processes
- External User Reference Group meetings to inform the development and delivery of the program.
Our engagement has highlighted the complexity of current VET activity reporting and the different approaches to managing student and training activity data. Moving from the current reporting method to system-to-system data exchange will require different levels of support when implementing the change.
