How to become a VET Student Loans provider

The VET Student Loans program commenced on 1 January 2017, replacing the VET FEE-HELP scheme. This web page is the central point for links to resources and information about how to apply to become an approved course provider under the VET Student Loans Act 2016.

Application rounds

The application round for September/October 2020 is now closed. Applications are currently being assessed and Registered Training Organisations (RTOs) approved from this round will be able to enrol students from their approval start date.

The next round is scheduled to commence in 2021, with the date yet to be determined. If you are interested in applying in the next round, please use this link to complete the VET Student Loans Providers Form below. Interested parties who express, or have already expressed an interest in applying for the upcoming round, will receive an Application Package to become a VSL Approved Course Provider closer to the opening date.

Eligible Providers

Registered Training Organisations (RTOs), who carry on business in Australia and have their central management and control in Australia, may be eligible to apply to be approved as a VET Student Loans provider if they meet course provider requirements. The course provider requirements are listed in Part 4, Division 1 of the VET Student Loans Act 2016.

VET Student Loans are available for higher level VET qualifications that are listed on the VET Student Loans (Courses and Loan Caps) Determination 2016. Eligible providers must have a history of delivering at least one of the VSL approved courses on this list.

Providers must apply through a formal application process using the form approved by the Secretary of the Department of Education, Skills and Employment. Providers must be able to demonstrate that they meet all provider suitability requirements (VET Student Loans Rules 2016: Division 3) to the satisfaction of the Secretary or delegate. These include:

  • general requirements
  • financial performance
  • management and governance
  • experience and course offerings
  • student outcomes
  • workplace relevance

How to apply

You are required to submit an expression of interest via the online enquiry form in order to receive the Application Package. The application requirements are similar to those that applied in the previous round.

Application Fee

An application fee (presently $5,110), is required for all applications. It is important to note that failure to pay the application fee may impact on the acceptance and/or finalisation of the application. The collection of an application fee assists with the recovery of the costs associated with processing and assessing applications. Providers will be sent an invoice upon their Application being accepted for assessment. Applicants who were unsuccessful from previous rounds will be required to pay the application fee to reapply.
